مدل بررسی میزان سهم عوامل مؤثر بر بروز ادعاهای قراردادی پیمانکاران با استفاده از شبکه عصبی شعاعی

چکیده

پروژه‌های عمرانی پیچیده، پویا و بی‌همتا هستند و حجم بالای منابع درگیر در آن­ها در کنار متفاوت‌ بودن ذات و طبیعت کاری عوامل دست‌اندر کار پروژه اعم از کارفرما، مشاور و پیمانکار سبب می‌گردد تا پتانسیل بروز اختلافات و دعاوی قراردادی بین ایشان زیاد گردد. در این تحقیق مدلی مبتنی بر شبکه عصبی شعاعی (RBF) به عنوان یکی از انواع شبکه‌های عصبی مصنوعی (ANN) ارائه گردید تا با توجه به لزوم شناسایی سهم هر یک از دست اندرکاران پروژه در بروز ادعا (claim)، قادر به شناسایی و پیش­بینی آن باشد. در این راستا پس از تعریف ادعا و نیز شناسایی 140 ادعای عمده پروژه­های عمرانی سه عاملی در کشور ایران و تفکیک و دسته­بندی آن در 20 مقوله ادعای متداول، رتبه­بندی آن­ها صورت گرفت و سپس با توجه به اهمیت ادعاهای قراردادی میزان سهم هر یک از دست اندرکاران پروژه (کارفرما، مشاور و پیمانکار) در بروز ادعاهای "نقص در اسناد مناقصه و قرارداد" مورد پرسش قرار گرفت. این پاسخ­ها در کنار شش آیتم "متراژ پروژه، مبلغ پروژه، مدت پروژه، نوع قرارداد و درصد افزایش مدت و مبلغ پروژه"، به عنوان ورودی شبکه­های عصبی شعاعی (RBF) لحاظ گردیدند. خروجی این شبکه نیز درصد سهم هر یک از کارفرما، مشاور و پیمانکار در بروز ادعای قراردادی قرار گرفت. پس از آموزش و آزمایش شبکه طراحی شده، نتایج حاکی از قابلیت 82 درصدی مدل در پیش­بینی صحیح خروجی­ها می­باشد. این مدل می­تواند در قضاوت تخصصی و درون پروژه­ای عوامل اصلی بروز ادعا در پروژه­ها به­کار گرفته شود.

چکیده [English]

In the present paper, results of experimental and numerical investigations on the stress concentration factor (SCF) distribution in internally ring-stiffened tubular KT-joints of offshore structures are presented. In this research program, experimental study was followed by a set of parametric stress analyses for 118 steel ring-stiffened KT-joints subjected to axial loads. The analysis results were used to present the general remarks on the effect of geometrical parameters on the SCF distribution along the weld toe, and to establish a new set of SCF parametric equations.
