انتخاب روش‌ تحویل در پروژه‌های ساخت از دیدگاه نظریه اقتصاد هزینه مبادله

چکیده

هزینه‌های مبادله بخش مهمی از هزینه‌های یک پروژه ساخت را تشکیل می‌دهند. یکی از عوامل مهم تأثیرگذار بر انتخاب روش تحویل پروژه‌، هزینۀ مبادله است. نظریۀ اقتصاد هزینه مبادله راهکارهای مهمی برای کاهش هزینه‌های مبادله دارد. به­ نظر می‌رسد تاکنون پژوهشی نحوۀ انتخاب روش تحویل پروژه برمبنای معیارهای اقتصاد هزینه مبادله را بررسی نکرده است. این مقاله با بهره‌گیری از رویکرد اقتصاد هزینه مبادله برای تعیین ساختار حکمرانی، نحوۀ انتخاب روش تحویل در پروژه‌های ساخت را، به­ عنوان مؤلفه مهمی در ساختار حکمرانی پروژه، بررسی می‌کند. متغیرهای اقتصاد هزینه مبادله در یک نظرسنجی دلفی (Delphi) ارزیابی و الگوی پیشنهادی جهت انتخاب روش تحویل پروژه با استفاده از مدل رگرسیون لجستیک اعتبارسنجی شد. تعداد 84 نفر از فعالان صنعت ساخت مصاحبه شدند. نتایج نشان داد که مدل ارائه شده در نظریۀ اقتصاد هزینه مبادله تا حد زیادی در نحوۀ انتخاب روش تحویل پروژه‌های ساخت دارای اعتبار است. این مقاله، کاربردهای عملی در تعیین روش تحویل پروژه داشته و مرتبط با توسعه نظریۀ اقتصاد هزینه مبادله در مدیریت قراردادهای ساخت است.

Transaction costs constitute an essential part of the costs of a construction project (Rajeh et al., 2015). One of the critical factors influencing the choice of project delivery method is the transaction cost (Whittington, 2008). Transaction cost economics has meaningful solutions to reduce transaction costs. So far, it seems that no research has examined how to choose a project delivery method based on transaction cost economics criteria. Transaction cost economics examines the governance structure of institutions based on the three dimensions of specificity, uncertainty, and frequency of transactions (Williamson, 1985). This paper examines how to select the delivery method in construction projects, using the transaction cost economics approach to determine the governance structure. Three methods of traditional (design-bid-build), design-build and construction management are investigated.
